You do not have to give your dog up. There are still options available to you if you are willing to try more assertive techniques to bring your dog around. Talk to your vet and have your dog receive a full examination.

Your first point of interest should be to rule out any health-related reasons for your dog to act this way (both mentally and physically). If your dog gets a clean bill of health from the vet, then you should meet with and talk to a reputable dog trainer in the area.
