Your pet needs to be able to head out into the world and really enjoy herself. This will likely mean coming into contact with fleas from time to time, even if her world is technically within your home. It’s a good idea to keep her away from places you know are packed with fleas, but she will probably come into contact with them anyway, so a prevention method is necessary.
