If it’s especially cold outside and you don’t want to be outside yourself then it’s probably too cold for your puppy to be outside. Young puppies particularly should not go outside when temperatures fall or when the wind picks up. You may be taking your older dog out for short walks, but it’s best not to chance it for your puppy. Puppies are still developing and can get sick easily. Protect him by keeping him indoors. When you do have to take him out to go to the bathroom or to go to the vet, make sure he has a blanket on and is protected against the weather. If you want to introduce your puppy to snow then allow him short increments out at a time. However, if your puppy is extremely young avoid the outside altogether.
